Maybe, but probably not. It was a budget production that took years to do, and Welles never edited the film together. He left detailed notes on how it should be pulled together, but we will never know if the final edit done today would match his vision. I think the better question would be what film would/could count as a "followup" or equal to Kane. I say Touch of Evil is the closest.
